The European flex office market is shifting from traditional coworking towards a broader “Office-as-a-Service” model, with managed office space the fastest-growing segment. CBRE’s European Flex Office Market Report 2026 draws on Q3 2026 stock data, H1 2026 prime desk rates, and CBRE’s European Office Occupier Sentiment Survey 2026 to examine demand, pricing, and operator consolidation across European cities.
Key Findings
- Demand is outpacing supply. Surveyed occupiers hold 19% of their office portfolios in flex space, up from 9% in 2022, and expect the share to reach 28% within two years.
- Europe has significant room to grow. Flex stock grew 3.4% year-on-year to the end of Q3 2026 and makes up 2.6% of European office stock, compared with 11% in Central London.
- Local dynamics drive pricing. Prime desk rates rose by double digits in Milan, Brussels, Prague, and Barcelona between H1 2025 and H1 2026, while rates were flat in Dublin, Munich, and London, and fell in Berlin.
- Operator consolidation is gathering pace. In 2026, IWG acquired Design Offices (approximately 50 locations and 260,000 sq m), the German portfolio of Fora, and French operator Wojo (100,000 sq m across 17 flagship locations).
